Users and impersonation - The server supports a maximum of 2100 parameters

Getting an error trying to edit users. The error is : The incoming request has too many parameters. The server supports a maximum of 2100 parameters. Reduce the number of parameters and resend the request. There is 4611 users in the usergroup that approximately 100 users can impersonate. We first encounterd this problem in frontend trying to impersonate but now tryniog to edit an user in Admin we also get this error.

The dw version is old but need help figuring out why this is happening.

The impersonate groups looks through subgroups and there it was 2100 groups.

Yes it is managed. We moved all the subgroups.
