Admin is the only user that can access users.
In DW8 we could give users/usergroups (editors) acces to working with users for example to update employee data to be shown on the webpage.
This was done by showing the full list of modules and giving acces to the user module.
This is not possible in DW9 and it is a huge problem for a lot of our customers.
We need to be able to do the above in DW9 as soon as possible.
