Why is that better? Right now it works just like when you create item based pages. Do you suggest that it should be changed for pages as well?
With pages, it is more difficult to change, because creating a new page starts at level zero, and it is not necessarily in any direct relation to anything else (apart)
Creating an Item/Paragraph is always an action, after clicking in on a certain page, and it is in direct relation to this specific page.
If you consider a solution containing 100 pages, and 5 or 10 of those are using item as a paragraph. Then for 90% of the time - where you have create content in a plain old paragraph, you get a new UI and an unnecessary extra step which will be confusing for especially editors, who are never going to create content in an item paragraph (if there are more than one editors editing the website). However moving it up alongside new paragraph as a new option, would not take anything away from editors who are going to use items.
Also, if you choose to add just 1 single page using items as paragraph, for 1 single specific need - you are going to iterrupt all other editing, because item as paragraph suited one specific need.
This is why it is more conventional an generally more userfriendly to move it up as an extra option.

I think it is a good suggestion. It gives an extra level, with a lot of info, for the user when they see the list of items.
Will take a look and think this through.
