The sort-order of a user within a department seems to be related to the user only, and not to the department. Assume one user is in two departments : That's probably why sorting a user in one department affects the sort-order in the other department as well. To the customer (and me) this seems like unwanted behaviour: The sort order should apply to the department only and should not affect the sort-order in other departments.

As it is now, the sort is on the user, and it would require the module to be changed to handle the sort otherwise.
The HR module is furthermore being discontinued: http://engage.dynamicweb-cms.com/News-428.aspx?Action=1&NewsId=1963&M=NewsV2&PID=24 and replaced by the frontend of user management module which have similar functionality as HR. Though it does not solve the sorting problem.
With user management it would be possible to add a custom field for sorting and hook up to a notification and sort the users accordingly before the list is rendered.

I'm not sure how to value this however. I must agree with the customer, that sorting this way is in fact unusable. Sorting should be done within the group so it makes sense. If this behaviour stays the same with the UM module, the problem remains. Would a RFE apply then?
I'm not sure if a custom-field-solution solves this though.

The problem would be the same for user management. So a RFE applies.
I've added this to the product backlog for now - then it will be taken into consideration for DW 8.0. It has TFS number 5436.
Not sure a custom field is an easy solution since the sort field would be on the user and not on the relation to the group - but feasable.
