I've heard this request many times before, and it would greatly improve the way you could customize content on a page and target it to a specific crowd. It would cause some challenge to the administrators as it would require them to test layout for all usergroups on the site and take all combinations into account when setting up pages with ParagraphTemplates.
If you want, we could talk about the specific requirement from your client and see if we can come up with a workaround in the meantime.
