For the following setting (see image), it would be good to break that logic into two.
It's common that we want to display the accurate inventory, including what other people have in the cart at the moment. However, we may still allow them to order when out of stock, or we use our own logic for handling out of stock (e.g. a different decision for B2B and B2C).
The problem with the current setting is that if you set it to something greater than 0, it prevents adding out of stock items to the cart, which is not what we want.
It would be nice to have two independent settings, One for "Minutes the products in cart are reserved" and the other for "Allow ordering when out of stock"
