No. How would we make that check?

I can clear my cookies, use another browser, use another email, use another computer, create another profile. You can never make that check - or I cannot. Maybe you can?

You can make a general voucher everyone can use - or you can make a personal voucher that can be used only once.

You could set a cookie on the users browser when they use the voucher and hope they do not change browser or computer, clear cookies and all that...
