Shipping methods on checkout are not filtered properly by region. The following example shows a shipping that was only applied to California, USA and even when we select another state like Texas it still shows up - https://www.screencast.com/t/0o4pVOLHM
Looking at documentation - https://doc.dynamicweb.com/documentation-9/ecommerce/payment-shipping/shipping#sideNavTitle1-1 - we have a similar setup.
