Product field list values missing

Hi

We have a customer who is experiencing problems with product field list values.
Some value  options are completely missing from the administration interface (both from the product details page and from settings > ecommerce > product catalog > product fields > [field].

The value options are a mix of ones created in the admin interface and automatically created on product import (in a table script).

There doesn't seem to be any difference between the value options that work and those that don't other than their id and value, of course. 
Even if I create a test value manually in the admin panel, it's not showing up. It's a fairly big issues since they are zeroing fields with missing list options when they save a product from the product details view (since the option is missing from the dropdown)

Is this a known issue in 9.14.0?

Can you try to resteart IIS and see missing data apears, if yes could be some caching
