How can I enable Multi Shop in dw 8?

I need multiple shops in eCommerce. I have rights to use MultiShop, but I can not create new shops. The button "New Shop" is disabled.
 Management Center => eCommerce => Product Catalog

 I have solved the problem. cComLight was also active
