I've tested solution based on the admin version with last version Chrome/FF/IE- the bug is not reproduced (as well as on 8.8.1.23), please find the proof - http://screencast.com/t/2ISZ5Shi
It seems to be a cache issue, try to clear browser's cache initially. If the issue is reproduced anyway, please point link to your solution here to extra research.

On this issue I’ve just found out that the sort is making some kind of split with the ‘_’ character in the groupid. When I had group id’s like BLG_1611 is saves in the EcomGroupRelations table the correct saved order of the groups but with the id 1611.
I’ve tried to change the groupid to BLG1611 and when the sort saves the order in the table it does not create a new record (with an invalid groupid) but updates the existing records to the correct order, and on the back office it’s updated correctly.

Best practice is NOT to use special characters in GroupID like "_ ! # / Space etc" but use A to Z and 0 to 9

I understand what you mean, but as you may imagine, for some solutions is very handy to have a combine groupid string that it represents the join of multiple fields from an external source. What is our recommendation for those solutions? Because not every time we can have a fixed strings joined like in this example, should we use a | or even a – character to combine the 2 fields into groupid.
I think that in the Dynamicweb documentation there isn’t any reference to the recommendation you just did, it would be nice if you update the documentation with this recommendation to avoid future mistakes from others.
This recommendation should be taken in consideration to other fields?

You could join fields without using special characters as "spaces" or use a number like 00
