Because it is stupid and no one understands it.
But what it was made for, is a situation where 2 different real-world persons share the same login (username and password) - but on each their own computer. So to avoid they also share cart, you can enable this feature.
But there are so many things wrong with that (not technical though), that we cannot recommend it. Each user should of course have their own login. So our opinion is that you will implement this and it is a security issue, auditing issue and only because it is convenient, instead of a good solution.

OK, thanks for the clarification.
Our situation with a customer is exactly that. And I agree, itäs stupid and they should have their own logins. And we will try to get the customer to do that, but for the moment they won't. :(
