As far as I am aware, you register a Developer Kit account, then contact them when you want to change to production - http://doc.dynamicweb.com/documentation-9/how-tos/providers/ups-shipping
However, payment and shipping providers change things around all the time, so your best bet is to contact them and ask - we unfortunately don't have the ressources to monitor all the payment and shipping companies we integrate with for uncommunicated changes to their processes :/
