I am using the new page view model but I am unable to get the cookie warning.
I tried to use the @Model.GetCookieWarningContent() but this returns blank even through I clear all my cookies.
Any advice?

Can you try to set the template on the website?
I found a bug on the global configuration of the Cookiemanager: TFS 34057.

I am not sure i understand what you mean when you say "Set the template on the website"?

Normally you would be able just configure everything globally (Settings > Web and HTTP > Cookie Manager), but because of the bug Martin mentioned you currently have to configure each of the websites where you want to show cookie warnings.
Try this...
Edit the area / website you are currently testing. Select "Cookies" in the ribbon bar, select "Template based warnings" and choose a template.
Go to Settings > Web and HTTP > Cookie Manager and make sure that you have enabled cookie manager (checkbox).

The problem TFS#34057 "Cookiemanager does not work for globally defined cookie warnings" has now been fixed in 9.2.15+ versions
