Area keeps being activated

Hi Guys,

We've got an inactive area, which is set back to active on each backend login.
It's an old area but because its the first website with areaid 1 it can't be deleted.
Is there a way to keep it inactive, or a safe way to delete a first area.

It is happens since upgrade to 9.3.1 from 9.2.13.

BR, Jesse

Bugged as TFS-39153. You can get around the problem by changing the website sorting so the deactivated website isn't first in the list
