Using DropFolder in Newsletter V3

A client of ours has been trying to send e-mail to 2000+ recipient when using the Newsletter V3 Module. Is it true that he should choose to send the letter by dropbox and specify the dropbox folder in de globalasax or newsletter extended module in the controlpanel in order to have it work properly?
 
The reason is that they want to send these newsletters out on Monday. They have been testing this and the customer was not able to send the messages. He got a exception: “The live e-mail distribution limit is exceeded, and the drop folder is not set up...”

Is this a correct solution for this problem?

The client have a subscriber list of 3000+ emails, but when emailing the newsletter Dynamicweb delivers around 1800 emails, then it stops. (The solution have version 19.0.1.3)
I was told by support that this is a problem in Dynamicweb and that it will be fixed in February 2010, so I guess that others also is having this problem?

Previously we have experienced that the apppool has been killed if the process obtains more that the equivalent of 100% CPU for more than five minutes (HN environment settings). When I say equivalent, it's because if your server has 4 CPUs, 25% load of each CPU is equivalent to 100% of one CPU which also caused a recycle after approx five minutes.

It turned out that the "Request execution timeout" was (re)set to 180 seconds in the .NET settings (hosted by Hostnordic).
