OrderDate & OrderModified (Date/TimeStamps)

OrderDate & OrderModified is both timestamps and ordermofied does not change with changes to an order why is that? , Clearly it must be an error?

Would it be possible to btw to get an order state change history implanted as standart functionality? Would be a nice feature to see when order state is set to shipped etc :)
