If you want Dynamicweb to use an alternate connection if the connection to the SQL-server cannot not be made, its not possible.

The only thing you have of that type, is you can use different connection strings based on the webservers IP - so if you host in a 2 data center environment with synchronisation, Dynamicweb can connect to different SQL-Servers based on the local ip of the webserver.
