Permissions by row using Visual Editor

I would like to be able to set frontend permissions for an entire row, but am not able to do that with Visual Editor. Would it be possible to add that in the edit row options, maybe below Accessibility?

I have realized that in both 9.9 and 9.8, the ability to add permissions to an entire row is not an option. I can only set persmissions for a column within a row that has text on it.
