Password recovery being sent to deactivated account

Hi,

I ran into this issue while testing Password Recovery:

I went on to find out that what was happening was that I had two accounts with the same email set up in the backend.

And while the email repetition is my fault and wouldn't have happened normally, what I thought was worth reporting was the fact that even though one of the accounts wasn't active, it still got sent out an email. Is this the correct behaviour?

The feature regarding Password Recovery (Inactive users) has been implemented in Dynamicweb 9.9.0

This version is available in the downloading section
