Module permissions don't show users to select

customer on 8.2.3.13

Trying so set permissions on NewsV2 module. When we try to add a user, an empty list appears (see screenshot) and no user can be found. We've seen this also in another DW installation.

Please advise.

Does the user have allow backend login set?
