Missing Icons in Admin

We have a situation where looking at a paragraph, the icons are missing for the layout and other sections within the page. The site is running 9.2.17. I have checked other sites running the same version and do not see this issue. Any idea where I can look to fix this:

This has been resolved. It was a handler mapping issue caused by server hardening. The staticfile handler was disabled.
