There can be multiple reasons as to why the opening rate is low.
Depending on the content of the email, it can be expected to have a low rate. This, however, is not something I can determine just based on the information provided.
More and more email clients -- Outlook, for one -- are preventing or interfering the download of images until the user actively decides to download. That means that the tracking pixel that we use to register openings doesn't get requested and the opening is therefore not registered. We do, however, mark the email as opened if the recipient clicks on a link, but that still doesn't cover all recipients that opened the email.
Also, some emails could have gotten stuck in spam filters.
All of this is guesswork on my part, unfortunately.
