Global element grayed-out

I haven't worked with global paragraphs for ages, but now I need one.
I can't figure out how to make the reference.
I found documentation on http://manual.dynamicweb-cms.com/Default.aspx?ID=6473 but my Global element button in the ribbon is always grayed-out.
Is that caused by a setting of some kind?

Never mind, seems to be parent-child area issues

Yes, then you can change behavior in MC-> Control Panel-> Language management if you want to enable it for child sites.
