That's because the rules are cumulative (uses AND). So when you have both active, what you're really saying is that the discount is only valid if the user belongs to the B2C user group AND is Anonymous, which is contradictory.

So if you want to have both conditions apply, simply set 2 discounts that are exactly the same, except for this part.

And I am assuming that you have other user groups where you don't want to apply the discount, otherwise you could simply leave it empty and it would work for all users (logged in or anonymous). And if you do have other user groups (i.e. B2B), as long as there's another discount, that's actually bigger, you can still have it, since you can configure to only display the highest discount and/or to stop looking for more discounts if it finds the other one first.

Yes, I have B2B group of users.

I setup like you suggest.

I created two separate discounts, one of B2C group of users and one for anonymous users.

Discount for  B2C group users works fine, but discount for anonymous user does not work like it should.
I set up to apply discount to anonymous users, but it shows on users from B2B group (Login users).

Is there some more setup to show and apply the discount only for anonymous users or some other solution?

We will try to upgrade to version 9.16.2
