Your description of the issue is not informative for me, since I do not have any access to the solution's admin. I can just see some different content output by the URLs not having any sence in fact without understanding and knowlege of the setup. Please, ensure you follow the manual and specify your case with appropriate termins (test type, goal used etc) in screenshots or video (preferable) and your expected/actual results. Thanks.
PS: I've tested the feature(content base&page based) with simple goal (Choose another page as conversion page) on solution under last DW9.13.8 and see it work as expected. Besides, your solution is based on old admin version (9.10.16) might be upgraded to prevent extra issues have already been fixed by nowadays.
