Can we implement a new step that we are not able to change the order status to "Shipped" if there is no tracking number or if the oder status is still "Processing".

Hi

Can we implement a new step that we are not able to change the order status to "Shipped" if there is no tracking number or if the oder status is still "Processing"?

It is not possible out of the box. You can probably make an OnOrderSave notification subscriber that will do something if this happens - but it will be difficult to provide user feedback in the UI.
