SysAdmins cant access Users, Ecommerce or Marketing module

Non of the SysAdmins can access Users, Ecommerce or Marketing modules in the backend.

Could this be a license issue?  the customer has this licence: Premium 2014 version 9.4.11

we have figured it out, we pressed the REFRESH LICENCE button in Licence information and after that everything was fine.
