I've generated an image URL, from the Image handler in the administration, that looks like this: "&Format=jpg&Width=2000&Height=0&Resolution=300&Crop=0&DoNotUpscale=1".
If I download the image and debug the details, it still says the DPI is 75.

You can update Dynamicweb.Imaging to 2.3.11 - it is in the myget feed.
Or you can upgrade to 9.4.12 that we are builing as we speek.

The problem TFS#50399 "ImageHandler: Resolution param is not applied on getting image url" has now been fixed in Package "Dynamicweb.Imaging" version 2.3.11
You are able to find this update in the backend Package update section.
Also the correction are part of the 9.4.12 release
