I created a new product in backend, and then i wanted to create some Variants. So i tried to click the plus sign to add an existing group. The only thing that happens is a blank tooltip showing up.. Is this a known bug? And where is the management center mentioned in the description? (see image)

You wrote that you tried "to add an existing group", but this could happen only in case you did not create any variant groups. To do that you should go to Settings (Management center) > Ecommerce > Product catalog > Variants > click "New variant group" button and fill in all related fields. I don't see from your screenshot "Settings" area. It should be below all the rest areas from the left. I hope it just didn't get into the screenshot area. Please see attached screens.
