Serious error:
Module templates can be edited by admin via paragraph module settings (edit icon is red but link is still active)
Also possible to edit cookies template in website settings.

Yes, TFS#37724, fixed for 9.3 due next Tuesday.

The problem TFS#37724 "Can edit templates regardles of settings" has now been fixed in 9.3+ versions
