Can not find this in the doucmentation.

Where can I set the frequency of the product smart search run?

Smart searches runs on demand - when you display them in the backend...

Not sure I fully understand the question.

It says yesterday at 17.11 - the screenshot was taken this morning. How can i force it to build again, or what triggers it to build?

Oh, that is when the index was last run. That is handled by the scheduled tasks found in MC.
