Whenever a newsletter fails on some users and we get the error message in attach, If I click "Retry", will it send to all users again or just the ones that failed?
I would assume just the ones, but need to be sure.

I was asked and quote "what constitutes a failed email"? I can say it's an email that was not sent, but that kind'of misses the point :)
What happens in the background? How does Dynamicweb account for failed emails?

If DW can deliver the email to the delivery provider, it is not an error. That does not mean that the mail has reached it recipient (ie if the email address is wrong). It just means that it was handed over to the delivery provider to try sending it. It can take hours and multiple trys for en email to be delivered. You can check the status of each recipient in email marketing stats.
Generally you should not have errors. That means broken email addresses or other technical issues. See the logfile.
