Today in Matrix Discount we have just a way to choose Country.
Will be good if we will have a way to choose the Region / States inside of this country.
Here the most things is per Region / State.

Thank you for your request. We look at all incoming feature requests every 1-2 month and report back on the forum threads if we plan it in a release.
For now you can solve it with a custom order field. In MC, Orders, Order fields - add a field for the state (see dump1). When choosing the state in the checkout flow, update this order field (that you implement hidden) with javascript. When the order submits, you can use the value of that field to apply a discount (see dump2).
