I think you cannot. Conditionals are the only way right now.

Will have someone look into the possibility that you do not need the checkbox for the country, so you only have checkboxes on the regions.

Either I am doing anything wrong, or the interface is giving me the wrong information. What to the shipping fees for regions do?

We tried to have a single Shipping method with different fees according to the Region, but it doesn't work (8.4.0.3). Is this a bug?

Hi

I can´t reproduce any problems with selecting only regions in the backend setup. 

• I created Region1 and Region2 for Denmark.
• I created 2 shipping methods - one where I selected region1 and one where I selected region2 (both without selecting Denmark).
• In both shipping methods I added a  fee under the region. Check attached screenshot.

I have tried in 8.3.1.16 and 8.4.0.6 and it works the same way.
