We are lacking a bit with documentation for this feature.

However, it is indeed implemented and published.

I have attached a code example, which shows how to use the Product webservice.

The user sync webservice can be accessed in a similar manner, at the url 

http://your.WebsiteAdmin/public/webservices/UserManagement/UserSync.asmx

The token that is needed for the requests (as seen in the code example) is the installation checksum, which you can find in Management Center->System->System Information.

If you have any questions, feel free to let me know - I'll try to get some documentation of the webservice added to our developer site as soon as possible.
