Disable ability to delete orders

Hi,

it would be nice if it was not possible to delete orders from the backend. Orders no matter what state they have, should be keept as an audit trail. At least I think it should be possible to disable the delete function from the Management Center.

I've saved it as TFS#13298 with a new setting that disables the possibility of deleting orders.
