And please correct me if I am wrong, but as far as I can see this documentation explains how you can use the API of eCommerce.
Eventually in order to see the code in action - you would have to deploy the code on actual web-server located somewhere probably not on my localhost.
My question is - if there is any way how I could run Dynamicweb with eCommerce locally so I could actually deploy the code on my localhost and see it in action.
Because for now I can install Dynamicweb CMS locally, than I can activate modules in "Module" table. But if I will try activate "eCom basic" for example, than nothing happens. So I wanted to know what can I do in order to get it activated on local instance.

Seems like you got it installed. But sounds weird that you cannot activate eCommerce.
I'll have someone contact you and help you get it installed.

Espen, is your local installation using MS Access or SQL Server database?
Dynamicweb eCommerce requires SQL Server.
