Do DW7 (CartV2) have a standard PayPal checkout handler?

No - but you can download the source code from cartv1 on the downloads->source code page, and put into a checkout handler.

Jacob´s post should not be marked as correct answer - it was an error :)

We have added the paypal checkout handler as feature request and our developers are investigating what it takes to develop. But it has not been prioritized in any release yet.
