I am really missing a feature where I can force a paragraph to be unlocked, when being edited as recently has been edited be another user. Sometimes it can take up to 10 minutes for the paragraph to be automatically unlocked, which is pretty annoying

You can change the lock time from the management center:

Is there a way to force an unlock of a locked paragraph? Is the lock stored in the database or somewhere in memory?

You can IISRESET or set the timeout to 1. The information is stored in application scope.
