Layout tab missing

On our 19.2.3.2 test site the Layout "tab" is missing. Normally on our other sites, we can click Properties --> Layout on a given page, so we can choose templates etc. But on this new test site theres no Layout "tab".

Should this be activated anywhere?

You need to set a Layout/Design on the website properties first. Then the layout tab appears on page properties.
