Actually you can, but this file is reserved for the Forms module, so I wouldn't recommend doing without obtaining license for the Forms module.
Set up a form, that sends an email, attach it to a paragraph and view the HTML source in frontend, the you'll have all the fields.
This would be an unsupported hack, so I won't provide you with precise details;)

FormMail.aspx should NEVER be called from something not Dynamicweb Forms module - it will break.
How ever - take a look at Files\Templates\Formmailer - thats a "stand alone" alternative.
