Hi,
as far as I can see you have the entry 'vararikurv' 2 times - both with the default value "Kurv" and "Varer i kurv". Instead change eg. the first translation tag to use the key 'kurv 'instead of 'varerikurv' - guess that would help you out.

So it's the same as XSLT, can't get the same translation twice?
Edit: No, that really doesn't change anything. The same error occurs if i have just 2 translations on this template named "one" and "two". I also tried deleting the XML from the translation file to make it fall back til default, still same error. Translations work every where else.

Try using double quotes instead of single quotes.
Text node => use double quotes.
Attribute value => use single quotes (apostrophe).
It says:
When using the translate tag as attribute in Designs, you need to encapsulate the default value with apostrophs (from version 19.2.5.2).
If I use quotation marks if doesn't even recognize the template tag.
I think it's a bug in the template tag replacement code thingie
