Implementing new design structure

I have created a folder under Designs with the name of the solution Im working on. I have created a subfolder in the solution folder, called "forside" with a subfolder called "Paragraph". I have created another subfolder in the solution folder called "Paragraph". My question is, how do I implement the design, so that when I create a new page I can see the layout tab, and choose my design? Currently I cannot se the tab when I create a new page.. The solution in question is: Intermail.dk/admin --> domain - layer: Lettershop Mailservice 2010.

You need to apply a default layout on the website/area before you can overrule from pages.

ok.. Having done that there is still no change.. I still cant create a page with my layout
