No... Only using an notification subscriber to remove it.
It is there due to customized URLs.
What is the issue - why do you need to disable it? Some URLs might not work if disabled.

Currently it does not work properly when switching to https.
I can think of other reasons. I think there should be complete control of the template output. A frontend stite can be design around the concept of the default behavior where links are relative to the current document and the base is not set.
What to do when i need to set the target for example?
If the site is running https, the base href will change to use the https protocol. Unless you have a really old installation.
If it is not there, links in DW will not work.
So you have to disable custom urls, and then it will go away.

Aha then i have a bug. On a 404 handler page the base href is not switched to https. This site is fully operating under https.
This is on DW 8.1.3.1.
You are right on the "normal" pages the base url is set to https.
That explains it, and yes it is a bug.
It has been bugged as TFS#10950 and has now been fixed. Will be released with the next hotfix of 8.2
