Acceptance block doesn't disappear when Hide Terms and Conditions=false

Hi,

I wanted to hide the terms and conditions, so I used the checkbox in the website settings Hide Terms and Conditions. However, even though the text disappears, leaving the block empty, the block is still rendered.
