User count in "Users that can be impersonated"

Can someone maybe explain what the "User Count" column means? It seems to always be 0?

It seems that we are using the same model and screen to display impersonatable users and user groups. 
The "User count" is only relevant for user groups and will always be 0 for a user, so it doesn't make any sense to display that value when listing users. 
I have registered this as bug 20242
