Warehouses is a concept from DW9 and is replaced with data models and dynamicworkspace in DW10.

If you do a new implemtation DW10 it is not there at all. 
If you upgrade from 9 to 10 warehouses will be visible, only for support in the transmission to the DW10 structure

Am I correctly understand, that during transmission not possible changes in existing warehouse regarding change groups or add to groups and that is by design?

Yes, in the transition from 9 to 10 you can use the warehouse groups to make it easier to add it to data models and channels. 

e.g. use the list in the groups in the warehouses and bulk assign products to channels or data models.
