When uploading large amounts of files from local disk to remote server DW CLI randomly gives this error.

Since you are uploading a "large amount of files," the CLI tool is likely firing off requests faster than the remote server (or an intermediate firewall/load balancer) can handle.

Socket Exhaustion: Your local machine or the server ran out of available network "sockets" to handle the concurrent transfers.
