It seems delete only works for files,not folders. To repro:
0. Go into Assets
1. Click on a folder with sub folders
2. In the pane on the right, select one or more folders
3. Choose Actions | Delete
Expected outcome
The selected folders are deleted
Actual outcome
The screen reloads and the folders are still there
